With reference to your letter No.52799/28 of the 7th
ultimo regarding the desire of the Spanish Government to
recruit Chinese farmers for work in Spanish Guinea, I am
directed by Lord Cushendun to state, for the information of Mr.
Secretary Amery, that he has of late years received no reliable
information as to conditions in that territory. His Majesty's
Representatives at Monrovia, Boma and Libreville are being
requested to report on conditions of labour and health in the
territory, but it will be realised that there being no British
consular post in Spanish Guinea, any reports received on the
subject must be founded to a large extent on hearsay.
2. I am to add that, while not desiring to express any
opinion on the conditions of the contract proposed by the Spanish Government, Lord Cushendun is of the definite opinion that no Chinese should be recruited in Hongkong for service in that territory unless and until satisfactory reports with
regard to the local conditions are forthcoming.
